How can I persuade my fourteen year old Down Syndrome brother to take over the world?

I think he would be an awesome dictator for the worlds new order! he definitely has that criminal (mongo) mastermind lex luther thing going on. How can I get him to channel it into developing an evil scheme to take over the universe!! any ideas.
