RHH: How would YOU gauge who the most skilled producer is?

The more complex the beat the more talented I guess. Someone who just loops something isn't as talented as someone who creates an original composition. Madlib's beat for One Beer is not as impressive as any Lex Luger song IMO since Lex created all that sh*t from nothing and Madlib just looped a part of a song.
